    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 3 of the Bill be amended by deleting the words “sixty per cent” appearing immediately after the words “therefor the words” and substituting therefor the words “forty per cent”. Mr. Temporary Chairman, Sir, initially, the proposers of the Bill had said 60 per cent should be committed to development expenditure. However, after the Committee sat down and deliberated a lot on this Bill and after getting the public opinion, we came up with an amendment that the 40 per cent is much more workable than the 60 per cent. This is considering that the counties are also taking a lot of money which is used in the recurrent expenditure. That is how the Committee arrived at the 40 per cent. We found it wise to amend the 60 per cent and replace it with 40 per cent. Thank you, Mr. Temporary Chairman, Sir."
