    "content": "Mr. Deputy Speaker, Sir, I would like to thank this Senate for the process it has undertaken since last year. We started with a Motion and through that Motion we have transformed the National Youth Service (NYS). This amendment Bill, therefore, comes to strengthen what has been happening. When you look at the Memorandum of Objects and Reasons for the Amendment, you will see that the Bill seeks to amend Section 13 of the Act to provide for the establishment of branches within the counties. I know that we already have branches in some counties. The most important thing is to ensure that we have equity in all counties and at the national Government. We should see every county benefiting."
