    "content": "Thank you, hon. Deputy Speaker. I am gratified by what has been said by the Chairperson of the Departmental Committee on Environment and Natural Resources. The mandate of the Senate is set out in Article 96 of the Constitution, particularly Sub-Article (1) and (2) which state:- “The Senate represents the counties, and serves to protect the interests of the counties and their governments.”"
