    "content": "Secondly, once this Bill is enacted into law, it will enhance coordination of water services as one of the main resources in this country. When you look at it, it is talking about issues of governance and management of water. This is in reference to harvesting of water. It addresses very fundamental issues, especially the sustainable mechanisms on how we can harvest water through the Water Management Boards. In addition, the Bill talks about the administration of water as a resource. When it comes to health, water is a very significant resource especially when we are talking of waterborne diseases. We need water seriously, so that we can address the challenges of health. This Bill, through the Regulatory Authority, will ensure that water is administered in such a way that it will help address some of the key issues that are affecting this country, especially in the health sector."
