    "content": "Further, this Bill also talks about the provision and utilization of water as a resource. This is paramount because we know that issues pertaining to water have previously been administered in a very amorphous manner. This has resulted to serious challenges, especially for those who live in Nairobi and other areas. There has never been a proper mechanism which is sustainable, viable and seeks to address the utilization and provision of water to every Kenyan. If in the 21st Century we are still talking about Kenyans in Nairobi not having water or that in Makueni, about 200 kms from Nairobi, the citizens are grappling with how to access clean water, that defeats common logic in a nation that we are very proud of. Where is this country heading to?"
