    "content": "Hon. Temporary Deputy Speaker, I think we are discussing a very serious issue and insecurity in this country has been discussed for too long and too many times. There is a major crisis in this country in terms of security and we should not watch this happening. As at yesterday, there was a report which was shared with some Members of Parliament and 80 per cent of Kenyans have said the Jubilee Government has failed in providing security to Kenyans. I think we are passing the buck. We are blaming communities but the Government has failed to protect Kenyans’ lives and property and we should regard insecurity in this country as a crisis.
