    "content": "With your indulgence, Mr. Speaker, Sir, he says that the whole Council cannot be judged to have no authority. I did not ask about authority. I talked about moral authority to continue as a Council. Section 39 of the Universities Act 2012 provides very clearly the job description of the Council when it comes to the interviewing of the Vice-Chancellor. Can the Chairman tell us why in the interviewing panel there were other people other than the members of the Council sitting in that interviewing panel? Can he tell us why Prof. Walter Mwanda, who is not a member of the Council, was sitting there? He is a member of the Senate. Why was Prof. Japheth Kiptoon, who is neither a Member of the Council nor a member of the Senate was sitting in the interviewing panel? Why even today, there has been no appointment if the Cabinet Secretary is satisfied that the interviews were free and that every candidate got a fair chance? The point I am making is that I am not satisfied. I hope that the Chairman is not satisfied and that he will go back to the Cabinet Secretary or summon him---"
