    "content": "Mr. Temporary Deputy Speaker, Sir, by no means will I ever mislead this House. Mr. Ethuro knows very well that the Executive Order stays to be an Executive Order by somebody else other than me. All I can do is to do the preparatory work which I have done. In fact, that preparatory work was ready three months later after we visited Garissa and we launched the policy. I have it here on record. However, because we have not been able to process through the necessary channels, it would be improper on my part to tell you that it has happened and it has not happened. At any rate, the Executive Order will only give us an opportunity to now start looking for additional resources, including from the current budgetary provisions for 2011/12."
