"content": "Mr. Temporary Deputy Speaker, Sir, the national policy on education and Sessional Paper No.1, 2005, specifies the ingredients of free primary education and 2008 modified free day secondary education. If you look carefully through that policy that we have adopted in the form of a Sessional Paper in this House, it clearly specifies the role of the Government and the role of parents. Whereas we are able to provide for free educational teaching materials for the teacher and other aspects of the course, obviously, the parents would need to meet the cost of uniforms and travelling expenses in the school where the child is residing. That is the element that we are saying that the parents should take up ownership. Therefore, once the Nomadic Commission Policy is in place through an Executive Order, that aspect of the cost would be borne by parents and the rest would be mobilizing resources from within the Government and other international agencies, including partners to be able to fund what we thought initially would be a very ambitious programme of Kshs12 billion."
