"content": "Hon. Deputy Speaker, hon. Elmi and hon. (Ms.) A.W. Ng’ang’a must have some serious business. Maybe they will tell us later. The matter that hon. (Dr.) Ottichilo is raising is very serious but to my knowledge, a taskforce was formed at the Deputy President’s Office which was to advise the Government. I will write to the Government and share the report with hon. (Dr.) Ottichilo. Ultimately whichever way it goes, if an agreement is going to be signed between the Government of Kenya and the Government of Italy, that same agreement must be ratified by the National Assembly of the Republic of Kenya and not the Senate. I want to confirm that, that is a function of the National Assembly. So, if they are hearing me they should know that ratification of international treaties is an exclusive function of the National Assembly."
