    "content": "I bring up this matter because, if you will recall, last week, the President made pronouncements which equate, in my view, to major policy shifts in the public transport sector in Kenya, in particular, some of these pronouncements run contrary to the clear provisions in the National Transport and Safety Authority Act, 2012, the Traffic (Amendment) Act, 2012, the Traffic (Amendment) Act No.2 of 2012 and the National Transport and Safety Authority Operation of Public Service Vehicles Regulations, 2014. Being a country which believes in the rule of law, it is expected that these pronouncements can only become effective after the necessary amendments are reflected in the above statutes and the subsidiary legislations. Therefore, considering the implications of these pronouncements on the lives of nearly all Kenyans, would I be in order when the Leader of Majority Party is going to bring the necessary amendments, to afford this House an opportunity to pronounce itself on these statements which have wide implications on the transport sector, particularly the public transport sector in Kenya? Lastly, would I also be in order to ask what happens in the intervening period?"
