What Parliament normally does under the Public Accounts Committee (PAC) and Public Investments Committee (PIC) is just to establish whether there is prima facie evidence to suggest that this person is culpable of having committed a certain offence. Then, it recommends to the House to adopt the report so that such a person is investigated further by either the Anti-Corruption Commission, the DPP or the CID. That is an executive function. It is not a function of Parliament."
