    "content": "Hon. Temporary Deputy Chairman, I support this particular amendment. It is in order for these institutions to be given a free hand to hire and fire Secretaries and even CEOs if they are not performing. This is very much in order. However, I wish to seek your indulgence in a view that you have just raised; the issue of the veto power of the President with regard to these amendments. The understanding herein is that this House cannot reject entirely the whole recommendation of the President. In other words, we cannot throw this away and retain what we had earlier passed. It is very important that we understand this. This has been an issue of confusion before. Otherwise, what is this Committee of the whole House for now if it cannot recommend and pass this issue? This House needs two-thirds to say that in entirety we do not accept this and the previous one will remain. That understanding is something that requires correction."
