    "content": "Thank you, hon. Temporary Deputy Chairman. The Committee again deliberated on the rejection by the President and we looked at Section 17(1), which is very clear. It reads as follows:- “The Commission shall through an open, transparent and competitive recruitment process with the approval of the National Assembly appoint a suitably qualified person to be the secretary to the Commission”. These are operative words."
