    "content": "By replacing the word “except” and putting the word “including”, it is making it inclusive. That does not mean that once you have a charter you are exempted from this. There is that continuous inspection which this Commission will be doing. So, it should not be “except”. It should be “including” so that it is all inclusive. I support. Thank you."
