    "content": "Thank you, hon. Temporary Deputy Speaker. I stand to second this Bill; the Persons Deprived of Liberty Bill. This has been long overdue. The past Government of President Kibaki had actually put in place a policy of reforms in prisons and a policy of reforms in the police sector. This Bill goes an extra mile, and will put in place better mechanisms. Since the reforms in prisons, we have seen people sit examinations. We have seen people study and pass examinations.
