    "content": "Thank you, very much hon. Temporary Deputy Speaker, for giving me this opportunity. From the outset, I wish to say that I support this Bill because it is good. As hon. Members of the National Assembly, we will have done our cardinal duty of legislating for our people by enacting this Bill. Articles 29(f) and 51 of the Constitution provide for it, but we are giving it the backbone for it to stand the scrutiny of time. Article 19(2) of the Constitution, the fundamental part of this Bill, is in the area of human rights. The purpose of recognizing and protecting human rights and fundamental freedom is to preserve the dignity of the individuals and communities. I come from a community where almost 80 per cent or 70 per cent are not literate. This says a lot because they will not have proper understanding of the Constitution, and also their fundamental rights. In the USA, when an individual is arrested by the police, the police will read to the individual his or her rights and why they are arrested. This is not happening in this country. Through this Bill, the individuals will be told why they are being arrested and what their charges are."
