    "content": "Hon. Temporary Deputy Speaker, one commendable thing even in the current condition within the prisons, is the right to education. Whenever the Kenya Certificate of Primary Education (KCPE) or Kenya Certificate of Secondary Education (KCSE) results are announced, we find that some prisoners have actually done their exams. In itself, that is commendable. Through this Bill, we should provide resources to enable prisoners undertake both craftsmanship and formal education, so that our prisons do not just become dungeons that destroy human beings and their souls. We should empower them to reform individuals who can contribute to the society."
