    "content": "Mr. Temporary Deputy Speaker, Sir, I said that was on emergency situation. It was a stop gap measure. However, a major rehabilitation on development of sewerage networks is being undertaken. We said that the area has already been identified and a feasibility study has been done at a cost of Kshs3 million. The cost has also been established at Kshs1.5 billion. The Ministry of Water and Irrigation is exploring the means of funding that project. So, the measures we have undertaken between the Ministries are stop gap measures. But a major rehabilitation is being planned."
