    "content": "Clauses 11 and 12 of the Bill provide for public participation and involvement in the promotion of values and principles of Public Service and policy making; that public participation is a key ingredient in our Constitution. So, Clauses 11 and 12 basically re- emphasize that public participation and involvement in the promotion of values and principles of Public Service and policy making is critical. Clause 14 of the Bill requires each service commission; that is the Judicial Service Commission (JSC), the Parliamentary Service Commission (PSC), the Public Service Commission (PSC), the Teachers Service Commission (TSC) and the National Police Service (NPS) to keep and maintain a register of complaints made against a public officer, which is to be made available to any complainant.
