    "content": "The days when commissioners who have been nominated by political parties would recruit their relatives, boyfriends, girlfriends, cronies and political campaigners---That, as the Leader of Majority Party, I can say has led to the low standards that we receive from some of the staff of Members of this House. When reports are not good, it is because we did not follow the law. We did not recruit competitively and on merit. We went back to the village and picked people who have no papers."
