"content": "Thank you, hon. Deputy Speaker. I also wish to support this Bill. Before I do so, I would wish to state clearly and categorically that before we even look at the Bills, Acts or laws of this country, we need to create a culture where people who are employed; people who are holding public offices, have courtesy. We need people who respect clients who visit their offices for services. It does not mean we have to have rules so that we can be good or do things right. We need to create a culture where people respect the positions they are holding, regardless of whether laws are there or not. I support this Bill, first, because of the values and the principles that are enshrined in it. Kenya is a civilized state and therefore, we must also comply with civilized codes of conducts in the way we behave in our offices. Clause 3 talks about public participation to promote values and to look at issues of how these people are assessed. When you talk about participation to promote values, public participation is very necessary because at times people do not even know exactly what services are provided in certain offices and how those people are supposed to be providing those services. Also the people who are working in those offices sometimes do not respect the public. They do not know that they are the ones who are supposed to serve the public.
