    "content": "Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Bill. If there is anything that we can pride ourselves in as Kenyans, it is in devolution that takes resources and services closer to the people of this country. When we look at this Bill, it is not timely; it has come past time. I thank the Mover of the Bill for bringing it because if we look at this country, the amount of resources and funds that have been channeled to the counties by the national Government to Kenyans at large--- It is important that we get service that is timely, efficient and useful to all Kenyans.
