    "content": "Mr. Temporary Deputy Speaker, Sir, we have consulted as directed by this House. However, an issue has now arisen about giving money from the Ministry to the water companies. We must appreciate the fact that each Ministry has its own budget, and I cannot pretend to speak on how the Minister for Water and Irrigation will divide her budget. So, when it comes to budgetary issues, we must respect the fact that the particular Minister is the one who can answer, even with the collective responsibility principle in play."
