    "content": "Hon. Temporary Deputy Speaker, I would like to thank the hon. Member for North Horr for bringing this Bill to the House. For a long time, this country has been suffering from drought. The various Government agencies and Ministries have always handled drought in a haphazard and disorganized manner. Most of the time, we end up having people and animals dying. I hope that with the passage of this law, the Executive will quickly establish the proposed Authority."
