"content": "I was just winding up, hon. Temporary Deputy Speaker. What I was saying was that it is important that this Authority that is going to be established does not only focus on emergency. There is need for planning so that in future we eradicate this problem, even if we have a shortage of rain in this country for some years. It is possible for us to construct dams to retain storm water so that our livestock and crops do not miss water. It is possible to plan for this given that the climate is changing.
