    "content": "Thank you, hon. Temporary Deputy Speaker. I want to thank the Mover of the Bill because I think this country has been treating drought as an emergency, yet it is not an emergency. It is there in this country and it always comes. So, with this Authority I believe that now we will be able to treat drought as it comes. I want to thank the Mover and I hope the Government is going to implement and appoint a board very soon. I wish the President assents to the Bill as fast as possible. Thank you."
