    "content": "The passage of this Bill will go a long way in reinforcing the National Drought Management Authority and, therefore, creating an opportunity or an organisation that can get the resources required to dedicate its work towards ensuring that lives are saved during the drought season. It is good that we have rains now in most parts of the country, but I can tell you that even when the rains have come, herdsmen are walking with barely a third of their stocks in hand. The reason is that the drought that has just recently passed wiped out most of the stocks. This Bill will go a long way to ensure that we avert future catastrophes in terms of drought.
