"content": "Even the county government, without being coerced by this House or by the Executive, will indeed, do the relevant consultations to see that the matters that are adjacent to this issue, for instance, the demarcations on the portions that have been given to the Muthurwa Market or other county government facilities, are dealt with. This brings dialogue that will facilitate the Member of Parliament for that area and indeed, the residents of the City of Nairobi through their elected representatives, who will include even the county government, to ensure that that matter is resolved. We call this necessary and timely because to bring a matter before this House, like has been brought by hon. Gakuya, is for it to be highlighted. Now, this is being highlighted, so that it is taken note of and it is seized by the relevant organs of the Government through this House, so that there is activity. In Eastlands, so much is lost in terms of time, resources and business. This is because of the huge traffic jams experienced during working hours and sometimes even over the weekends; times that in other parts of the City, you would not expect to encounter traffic jams. One would not easily or at all buy the idea that just because you have traffic jams in Nairobi, then it downplays or de-generates the importance of such a Motion. I disagree completely with a Member who said that because we live in Nairobi and we experience traffic jams, it is not a good thing. To resolve the very many issues that are emerging on road constructions and expansions in the whole infrastructural sector in this country, it will be important to highlight and list the issues, so that we can know in advance, even before it is deliberated by the relevant Committee, in this case, the Committee on Transport, Public Works and Housing in conjunction with the Ministry of Transport and Infrastructure. This is so, particularly now that we are coming to the important cycle of the Budget making process in the first quarter of 2015. The listing makes it easy for public scrutiny, so that even as we bring such important Motions, we are conscious of the possibilities that exist for such to happen. Also, so that we know, as House, what other arrangements could be put in place by the Executive or the National Government to do what needs to be done and at what exact time. So that when we pass this Motion, then it is factored and timed and there is a report to the House through the Committee on Implementation, which may not be happening regularly unless maybe a Member seeks through a petition or to get it highlighted, so that it is reported in a timely manner. This will enable us to know the exact action that has been taken after every quarter of the year in terms of Private Members’ Motions and Bills that are passed on Wednesday Mornings.
