"content": "I support this Motion. In conclusion, on all matters concerning infrastructure, it is so happening that we do not know, in many parts of this country particularly in rural Kenya, the roads that belong to the county. People do not seem to know. We need that classification publicized very well, so that the people can know, for instance, in Mukurweini Constituency, the roads that belong to the county government. Then the county government should publicise what it needs to do in the next financial year. We should also do this through the Constituency Roads Committees, which are agencies for the Kenya Rural Roads Authority (KERRA). We should have a map covering the whole country, but then segmented to a certain constituency and in a large form in the devolved units, in the wards and in the counties. We should know exactly where the roads are in the map. There is a lot of overlapping that is happening. I saw this in Taita Taveta County where a Constituency Development Committee has funded the construction of a certain road and then the county government has gone to do the same work. It is also happening in the places where we come from. Therefore, you end up having Members of the County Assemblies sometimes leading protests, demonstrations or they seek to do certain activities that misinform the public. This is because they do not know. This is something that needs to be initiated by the Transport, Public Works and Housing Committee of the National Assembly. They should seek to connect with the Transport, Public Works and Housing Committees of the county assemblies because of the intergovernmental needs of the county governments. This will provide that for Members of Parliament, working within constituencies that may have a multiplicity of representation from various parties who may not necessarily support that Member of Parliament or that particular governor, there is a national obligation to create an instrument for accountability."
