    "content": "I call upon the Departmental Committee on Transport, Public Works and Housing to be seized of the need for a national instrument that will give a transparent and an accountable report system so that we know exactly what is being planned. Hon. Temporary Deputy Speaker, the monies we are taking to the counties and to the wards therefore, belong to the Republic of Kenya; the people of Kenya. The monies that are coming through Constituency Road Committees, the Kenya Rural Roads Authority (KURA) and the Kenya National Highways Authority (KENHA) belong to the same basket. If this is done, it will make it very easy for us, as we bring such Motions by hon. Gakuya and others related to infrastructure to also in the process note exactly what has been done, what has been planned and to be optimistic in a realistic manner that this will be achieved. This is a way for us, as House, to give the optimism required because we want to lead people who have a lot of hope and real expectations. I support this Motion and congratulate hon. Gakuya for his commitment to his people."
