Deputy Speaker, the objective of this Bill is to give effect to the provisions of Article 232 of the Constitution and, more so, on values and principles of a very good Public Service. Clauses 1 and 2 of the Bill provides the short title and interpretation of the provisions of this Bill. Clause 3 provides for the objects of the Bill which, in this case, are given as the creation of a general code on values and principles of public service. That is what the Public Service is supposed to entail. That is the principles of a good Public Service for our citizens in the delivery of service."
