    "content": "Which are those exemptions? Exemptions are being provided to the general principles. The exemptions are that if a particular community in our country is not well represented in the Public Service, an individual from that community might be exempted from the first two criteria of merit and fair competition if that ethnic group is not well represented in totality within the workforce of the Public Service. If in promotion, one gender has more than the other, then the principle of fair competition and the principle of merit will not be used. It is the same case for people with disability."
