    "content": "Thank you, hon. Deputy Speaker. I rise to support this Bill. As you all know, this Bill is constitutional and it has serious deadlines. We need to pass it. The object of the Bill is to give effect to Article 232 of our new Constitution. We must all have a special and new public service, not the old Public Service. The Constitution says that we need to recognize honesty. We need honest officers. We need to observe matters of meritocracy.
