I am just taking costing as an example but you can put any other query and if it is proved that you were given any other information which is false according to this Act, action will be taken. Very importantly, Clause 9 of this Bill imposes duty on public officers to be accountable for his or her own administrative action. So the issue of saying that I did this particular thing because I was instructed by my boss, my director or the governor will not work. Let the public officers know that in every field that you are accountable, indeed, you will be held responsible personally for any issues that you do. So, this is a warning to those county executives who pass certain things and whenever you ask them the rationale behind them, they tell you it is because they acted under the instructions of the governor."
