    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT the Bill be amended by deleting Clause 20. The Committee on Health felt that this clause should be deleted. We did not want to come up with a council which usurps the powers of universities. We request that it be deleted, so that universities can be given the role to conduct their own quality control. We want to ensure that they will be doing their own monitoring and evaluation. The purpose of removing this whole clause is to ensure that we respect institutions that have been established by Parliament, and that will be in existence before the commencement of this Bill."
