This is for the same purpose I had mentioned earlier where we have talked about TIVET; we can talk about both universities and technical colleges. The purpose in part “c” is just to synchronize as we have done before, so that we can ensure that we take care of the students who are in universities and colleges. Also, we want to ensure that we leave institutions that have been established before this Bill to do their work."
