    "content": "Hon. Temporary Deputy Chairman, I stand to support this amendment. As a Committee, we considered the option of Kshs1 million, but we felt that, that would really be punitive. This is a new body that is coming into place. The members are getting regulations for the first time and it would be scary if we put such high punitive charges. So, that is the reason."
