    "content": "“(2) The committee established under sub-paragraph (1) shall elect the chairperson from amongst its members.” (c) in paragraph 7 by inserting the words “by resolution” immediately after the word “shall” appearing in paragraph (2). This is to ensure that there is more democracy within the Committee. The first amendment is to bring meaning. As it reads on the Bill, it does not bring out the right meaning. In (b), we felt that it is important to have democracy for the committee to identify its leadership. Part (c), also enhances democracy within the Committee."
