You cannot defy the Speaker’s instructions. You have to submit to the Speaker, hon. Mwaura. The Speaker is giving you direction and I have directed that you should be out of this House. The direction from the Speaker is that we are in the Third Reading and so when you are observing, we are not debating in the Second Reading."
