    "content": "Mr. Temporary Speaker, Sir, this petition is properly before this House because it falls squarely within the mandate of the Senate as spelt out in Article 96(1) of the Constitution which requires us to represent and protect the interests of the counties and their governments. It is our constitutional duty, as the Senate, to ensure the proper functioning not only of the County Executives, but also of the county assemblies because it is one way of protecting the interest of counties. There are many situations like what has been highlighted in that petition across the country. We should not shy away from our responsibility. Standing Order No.219 provides for the procedure and the definition. Therefore, we should proceed with the petition as forwarded."
