    "content": "Mr. Temporary Speaker, Sir, first, I would like to congratulate the petitioner. One of the greatest benefits of the new Constitution is that the public have an opportunity to participate in law making and petitioning Parliament directly as a right under Article 119. Even more importantly is to see that many Kenyans have faith in this House. The number of petitions that have come in demonstrates that in matters of county government, the people of Kenya have a lot of faith in the Upper House. Article 96 is very sanctified.
