"content": "Mr. Temporary Speaker, Sir, I think the issue raised by Sen. Murungi is very crucial in the sense that the provisions of the Constitution under Article 188 (1) (a) talk of the boundaries of a county being altered only by a resolution recommended by an independent commission set up for that purpose by Parliament. The point is that we already have an independent commission which is the IEBC. The Parliament of Kenya has already set up that commission, so that petitioner has a valid issue but he is bringing it to the wrong chamber because the role of the Senate comes after the commission has recommended. I think it suffices to say that the petitioner has come to the wrong institution but not to discredit the petitioner because he has a valid point on the boundaries and we only need to advise that he should take it to the right institution instead of tearing into a petition by an individual who has a constitutional right to raise an issue."
