For the sake of clarity, in accordance with our Standing Orders, a Senator can stand and make a statement on a matter irrespective of whether somebody has gone out to ask a question or not. I was just asking whether in view of what we are asking, respectively, whether in view of what is happening here, it is possible for the Chairman to volunteer to make a statement on the matter even without a question being asked."
