    "content": "Clause 3 of this Bill proposes to amend the Act by inserting a new Section 2(A) to the existing principal Act. This new section requires every person to cooperate with State organs in as far as the protection and conservation of the environment is concerned. Why do we need to conserve or cooperate with State organs in protecting and conserving the environment? This is in order to ensure that ecological development is sustained. Clause 4 of the Bill again proposes to amend the principle Act, No.8 of 1999 by inserting another new sub-section 3A which guarantees a person the right to access information that is in possession of the anticipated Authority or any other lead agency that deals with the environment."
