    "content": "Thank you, hon. Speaker for giving me this chance to contribute to this very important Bill. I want to say that I support this Bill and I want to make it clear that I was the first Cabinet Minister for Environment. So, in this Act it is the Government that matters. Hon. Speaker, when the Environmental Management and Co-ordination Act, 1999 was crafted, I was the Minister. However, when it was operationalised I had already left the Ministry and this is an area where I have a lot of knowledge in, having worked as Minister for Environment."
