    "content": "Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to address myself to the Environmental Management and Co-ordination (Amendment) Bill. I must say that I agree with hon. Gumbo on the manner of drafting of these Bills and the fact that the Committees really need to bring their reports. But even as we say that Committees need to bring their reports, the House Business Committee, as well, must also give Committees sufficient time. I remember the Justice and Legal Affairs Committee was deliberating the Persons Derived of Liberty Bill and we were in the process of making a Report, but this Bill was put to Question today.
