    "content": "Committee (CEAPC) will be unnecessarily creating many institutions at different levels. It would be sufficient to have it at the national level, and have the planning committees in the 47 counties to deal with the actual matters, because these programmes happen on the ground. This will enable us to address the sentiments about public complaints and ensure that we have non-judicial processes. Tribunals are good but, as said by another Member – and I repeat it – they are also litigious, laborious and expensive. Therefore, they lead to a lot of time and resource wastage."
