    "content": "Hon. Temporary Deputy Speaker, I think that is a minus on this particular amendment. A progressive amendment on this one is the establishment of environment action plan committee, which then will give the Authority power to propose an environment action plan within three years. You wonder how this country is working or moving forward without a proper national environment plan. That the Authority should be given power to establish a national environment plan within three years is a very good move, and I think that is useful."
