"content": "Hon. Members, this is the second communication and it is a solemn one. It relates to the sudden demise of the late hon. Senator Gerald Otieno Kajwang’, the Senator for Homa Bay County. Hon. Members, it is with great sorrow and shock that we have learnt of the sad news of the sudden demise of Senator for Homa Bay County, hon. Gerald Otieno Kajwang’, which occurred last night, Tuesday, 18th November, 2014, at the Mater Hospital after a short illness. The late Senator Otieno Kajwang’ was born on 15th July, 1956. He attended Makerere University where he studied law and later joined the Kenya School of Law. He was later admitted to the Bar as an advocate in 1984. He leaves behind a spouse and children. Hon. Members, the late Senator Otieno Kajwang’ made his debut in politics in 1997 as a Member of Parliament for Mbita Constituency and was re-elected in 2002 and again in 2007. He was elected Senator for Homa Bay County in the hotly contested 2013 General Election on an ODM ticket, an affiliate party of the Coalition for Reforms and Democracy, CORD, a position he has held until his untimely demise. During his tenure as a Minister for Immigration and Registration of Persons in the Grand Coalition Government from 2008 to 2013, he spearheaded reforms, particularly in the Immigration Department. It will be recalled that he also moved several pieces of legislation relating to registration of persons and implementing of the provisions in the Constitution relating to duo citizenship. Hon. Members, the late Senator Kajwang has been a very passionate and jovial politician, whose witty contributions made Parliament very lively. He made tremendous contributions in Parliament and did not spare a moment to use humour and anecdotes to push forward his views. Until his death, he was serving in the Justice and Legal Affairs Committee of the Senate. He also participated actively in select committees on review of the Constitution that we all take pride in today. In addition, he played a key role in the review of the current Standing Orders of the two Houses as a Member of the Standing Orders Committee of the Ninth and the Tenth Parliaments. Indeed, I recall, he was a very diligent Member of the Public Investments Committee in the Ninth Parliament where I also served as a Chair. He will be remembered fondly for the remarkable contributions he made in the fight for the second liberation. His demise not only reminds us of our mortal nature as human beings, but also calls on us to live our lives fully and commit to serve our electorates as diligently as he did. Hon.
